Abstract
Enterprises increasingly operate within digital ecosystems composed of legacy platforms, cloud-native services, partner application programming interfaces (APIs), and Internet of Things (IoT) endpoints, yet the technical, semantic, organizational, and legal heterogeneity of these components continues to obstruct seamless integration. This paper examines the multi-layered interoperability challenges that hinder enterprise technology integration within digital ecosystems and develops a structured research argument connecting the interoperability problem to concrete design and governance responses. Building on the enterprise interoperability, digital-ecosystem, and platform-governance literatures, the paper identifies a persistent research gap: existing interoperability frameworks tend to treat technical connectivity, semantic alignment, and organizational governance as separate concerns rather than as a jointly engineered system. To address this gap, the paper proposes the Enterprise Interoperability Integration Framework (EI-IF), a layered architecture that couples an API-gateway integration layer with a semantic mediation layer and an explicit governance and monitoring layer. Because controlled empirical deployment data were not collected for this study, the paper adopts a design-science methodology and reports an illustrative, clearly labeled synthetic evaluation rather than claiming real-world experimental results. The illustrative evaluation contrasts point-to-point integration, enterprise-service-bus integration, API-gateway-only integration, and the proposed EI-IF configuration on a composite interoperability-maturity index, showing the directional advantage that a jointly governed, semantically mediated architecture is expected to offer over narrower integration patterns. The paper contributes a synthesized theoretical framework, a topic-specific mathematical formulation of interoperability cost and maturity, and a governance-aware architecture that is intended to guide subsequent empirical validation. Practically, the findings offer enterprise architects and digital transformation leaders a structured way to reason about where interoperability investments should be targeted and how governance and explainability can be embedded into integration design rather than added afterward. The paper closes by identifying concrete avenues for empirical validation, including field deployment studies, cross-industry replication, and privacy-preserving federated integration research.
