Organizational Resilience and Dynamic Capabilities During Rapid Cloud Migration: A Longitudinal Analysis

Abstract

Accelerated digital transformation imperatives frequently compel
enterprise organizations to execute rapid cloud migrations. While
unoptimized “lift-and-shift” strategies enable rapid short-term
operational continuity, they trigger profound socio-technical friction,
workforce burnout, and exponential technical debt accumulation.
Grounded in Dynamic Capabilities Theory (sensing, seizing, and
reconfiguring) and Socio-Technical Systems (STS) theory, this paper
presents a 24-month longitudinal empirical investigation tracking 42
enterprise organizations undergoing rapid cloud migration. We
formulate a quantitative Organizational Resilience Index (ORI) and a
continuous Technical Debt Ratio (TDR) model to evaluate how dynamic
capabilities moderate the relationship between rapid cloud shifts,
organizational cultural resistance, and long-term architectural health.
Empirical findings demonstrate that organizations relying exclusively on
lift-and-shift migration without active socio-technical reconfiguration
experience an average 312% increase in technical debt by Month 12,
accompanied by a 34.5% decline in engineering velocity and a 28.2%
drop in ORI. Conversely, enterprises deploying proactive dynamic
reconfiguring capabilities paired with structured socio-technical change
management mitigate technical debt accumulation by 62.4%, achieve a
44.8% faster recovery in operational velocity, and maintain an optimal
resilience posture (ORI = 0.892). The study delivers a predictive
mathematical framework and actionable managerial guidelines for
balancing transformation velocity against long-term organizational
viability.
